but what gets me is my sister gets to go and live with my mom who just got out of rehab for possession of crack cocaine! will i get to go live with my dad (an alchohalic) or my mom with my sister? Also………

That is strange. Neither of your parents sound fit to look after themselves, let alone two daughters.
If you’re happy with your carer at the moment ask if you can stay. See if you can also arrange visits to see your Mother, rather than living with her. I hope your sister is safe
